There will be dependencies for our services. The more we self-host, the more autonomous we are, but also the more we risk accidentally creating circular dependencies.

Using external services for some stuff doesn't seem mad, particularly when bootstrapping. The key thing would be to avoid locking ourselves in to something it would be hard/expensive to migrate out of/off. Anything that can be configured with e.g. terraform should make later migration at least somewhat less miserable.

Think I'd agree - more about lock-in than "eww, someone else". For example, relying on AWS S3 as a reliable place to store config files feels different from using it to trigger some cursed workflow.
